Hourly Rate: $25.44 - $38.86 Hourly ($27.21 - $41.56 Hourly PERS)
NOTE: This is a part-time (hourly) position. The hourly rate is reflected in green above. This position will work 20 hours per week. The salary reflected is the full-time salary for the OPA1 classification, please disregard.
We are seeking a part-time Operations and Policy Analyst 1 to join our Child Nutrition Program at the Oregon Department of Education. This is a limited duration position ending June 30, 2025. This position is represented by the Service Employees International Union (SEIU).
This role is a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

This position is part of the Child Nutrition Programs (CNP) team at the Oregon Department of Education (ODE). CNP oversees USDA Child Nutrition Programs like the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program, as well as state-funded initiatives.
What you will do!
The primary purpose of this position is to collaborate with Child Nutrition Programs (CNP) staff to develop a new Grants Management System, replacing the existing CNPweb.
Typical duties include:
Collaborating with the CNP team to create, implement, and refine systems, policies, and administrative procedures to ensure compliance with federal and state regulations while enhancing system effectiveness.
Collecting, analyzing, and synthesizing program data to evaluate performance and compliance. Recommending improvements and addressing issues to enhance the quality and outcomes of the system.
Providing guidance and training to local education agencies and other partners to support system implementation. Developing communication materials and conduct workshops or seminars to ensure clarity and understanding of policies.

Minimum Qualifications (Need to Have):
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
Experience in coordinating system development projects, particularly related to online applications and grants management systems.
Basic understanding of business management, strategic planning, resource allocation, leadership techniques, and team coordination.
Familiarity with organizational analysis techniques, and evaluation methods for improving administrative systems.
Knowledge of business statistical techniques, record-keeping systems, business forms, office procedures, and managing administrative tasks.
Proficiency with computer systems and software commonly used for business data analysis and reporting.
Skills in internal and external communication methods, including drafting, editing, and disseminating organizational information. Including exceptional communication and coordination capabilities to effectively collaborate with internal teams, external vendors, and partners.
Ability to develop and deliver training for staff and program participants to ensure compliance

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
