Department of Revenue is recruiting for an Operations Data - Operations & Policy Analyst 3 position. We are looking for talented, detail-oriented individuals to join our Business Division in the Oregon Special Business Programs Unit. This is a Limited Duration/Job Rotation opportunity. This opportunity will end on or before September 30, 2026, however, it could end at any time. 

This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work.  Hybrid work consists of performing duties onsite in a standard office environment and working remotely. 

Job Rotation Opportunity:  Employees of the State of Oregon may choose to be considered as a job rotation candidate. To apply as a job rotation candidate, you must be currently employed by the State of Oregon in a permanent position, in good standing (limited duration and temporary employees are not eligible) and have written (email, memo, etc.) approval from your manager/supervisor to apply. What You Will Be Doing

Below is a sampling of job duties. It is not meant to encompass all duties.

  • Gathers, analyzes, and presents data for the section.

  • Develops and maintains reports of the section’s data to be used by management to make decisions for the section or to report to agency management on the performance of the section.

  • Uses GenTax, Tardis, PowerBI, SQL, and potential other programs to gather, analyze and present data.

  • Plans and develops, in coordination with management and the section resource allocation team, the OSBP Section’s biennial plans.

  • Conducting studies or research necessary to identify potential areas of noncompliance risk.

  • Work with auditors, OPA’s and managers to identify areas of low ta compliance.

  • Evaluate and made changes annually to database queries or other processes to increase effectiveness of OSBP Audit Program.

This Is What You Need to Qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

The ideal candidate will possess the following desired skills and attributes:

  • Demonstrates the ability to create clear reports and information from raw data, sometimes from multiple sources.

  • Demonstrates proficiency gathering and analyzing data with PowerBI, SQL Server Management Studio (SQL), or their equivalent software.

  • Experience presenting data to a variety of audience with differing levels of technical expertise.

  • Demonstrates the ability to propose innovative solutions from raw data.

  • Ability to create strategies for evaluating and improving the effectiveness of business processes.

  • Ability to work collaboratively with other data experts across the agency.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
