Oregon Housing and Community Services (OHCS) is searching for software developer who looking for a challenge to assist a cross-functional team in the migration of inhouse applications to MS Azure Cloud. Ideal candidate needs to have a variety of existing skills plus a thirst for learning new ones in transitioning Visual Basic and JSP applications using Oracle to MS Azure applications. Developer needs strong problem-solving skills, understanding of software development lifecycle, and people skills to work with other team members and product owners. Solid understanding of MS Azure products and cloud-based development strongly desired.

IMPORTANT INFORMATION

  • Working Condition: Hybrid / Remote > This position can be fully remote with some requirements for in-person work. You must be living in the United States to qualify for remote work.

WHAT YOU WILL DO

The primary purpose of this position is to analyze, develop, modernize or enhance agency developed desktop and web applications using a variety of development tools and programming languages.  In support of this, the position will use a variety of tools and software to code, debug and test developed software.  This position will also query databases for data sets to be displayed within applications or distributed in reports and spreadsheets.  This position will work closely with other IS staff and receive direction from a Senior Application Developer.  This position will work directly with customers and be largely self-directed.

MINIMUM QUALIFICATIONS

Four (4) years of software development, information systems experience in:
Customer facing support and:

  • Database: SQL Query Language and Relational Databases such as Oracle and MS SQL Server

  • Languages: Object Oriented Programming Languages such as C#, Java, Visual Basic

  • IDE: Visual Studio, GitHub and familiarity with Cloud Environments such as Microsoft Azure Cloud Platform


-OR-
An Associate's degree in Software development, or related field

-OR-

Completion of a two (2) year accredited vocational training program in software development or related field;
-AND-
two (2) years of software development experience in:
Customer facing support,

  • Database: SQL Query Language and Relational Databases such as Oracle and MS SQL Server

  • Languages: Object Oriented Programming Languages such as C#, Java, Visual Basic

  • IDE: Visual Studio, GitHub and familiarity with Cloud Environments such as Microsoft Azure Cloud Platform

A Bachelor’s degree in software development or related field may substitute for all of the above.

Central Services Division: Information Technology:

Oregon Housing and Community Services (OHCS) provides stable and affordable housing, and engages leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.  OHCS’s vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

OHCS focuses on housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership.  OHCS serves as the state's affordable housing finance agency and community services program administrator. OHCS provides financial and program support to create and preserve quality, affordable housing for Oregonians of lower and moderate incomes. The department administers federal and state programs that support housing stabilization, including preventing and ending homelessness, energy assistance, and other critical antipoverty services.

OHCS’s Central Services Division includes the following sections, Human Resources section, which delivers personnel services and consultation to agency staff and management.  Administrative Services section, which manages agency facilities and operations. The Controller which delivers compliance in all financial areas across the agency in the Finance, Budget, and Procurement - Contracts sections. It also includes the Information Technology section which manages technology related interactions and resources for the agency. OHCS’s Central Services Division provides essential services to support the agency’s leadership and workforce to achieve the Department’s mission. Work performed in this Division ensures accountability, transparency, and stewardship of resources.

The Information Technology Section of the Central Services Division is responsible for maintaining, modernizing, and developing information technology systems and infrastructure for the agency. It provides critical strategic, project management support and operational support for all other areas of the agency. In addition, Information Services partners with the agency units to ensure programs are effective, efficient, and are engaged in best practices.

This position is in the Information Technology Section. This position reports to the Chief Information Officer (CIO)
