Business Oregon, the state’s economic development agency, is currently hiring a Loan Support Specialist (Loan Specialist 1). This position will support the department’s financial services to businesses by preparing loan documentation, servicing the loan portfolio, and providing reports to management for state and federal reporting purposes.

What you will do:
Coordinate and facilitate loan closing, delivery of documents and disbursement of funds with financial partners, local economic development associations, escrow and the borrower(s).
Provide department services and technical assistance to communities and prospective borrower(s).
Prepare closing documents from standard and non-standardized forms.
Review returned closing statements and loan documents for correctness and accuracy.
Facilitate loan closing and request disbursements of funds.
Assist borrowers with modifications, amendments, or assumptions of loans.
Calculate prepayments, service loans, monitor and collect loan delinquencies, maintain accounts, answer questions on satisfactions, transfers, eligibility, and hazard insurance.
Explain loan programs to prospective borrower(s), other professionals and interested parties.
Interview prospective borrower(s) to decide if they are eligible for the loan program(s).
Request from other sources appraisal, title reports, environmental reports, insurance binders and other closing documents.
Assist in the preparation of reports of the department’s funding sources including the Economic Development Administration (EDA), the State Small Business Credit Initiative (SSBCI), the Oregon Legislature; and managing the financial aspects of Business Finance cases.

The ideal candidate will possess a combination of some or all of the following skills:
Experience preparing commercial and industrial loan documents; and closing loans by working with borrowers and third parties.
Experience reviewing collateral, title reports, appraisals and insurance documents.
Experience servicing commercial and industrial loans including modifications, amendments, perfecting collateral and security interests and processing loan payoffs.
Experience working with loan management systems such as Portfol to board and manage loans.
Exceptional attention to detail, excellent verbal and written communication skills, and the ability to prioritize work to meet deadlines.

What you need to qualify:
Three year’s experience in either:
Preparing or analyzing residential, commercial, or public sector loan applications using cash flow, financial statements, historical and annual operation analyses; including collections and foreclosure procedures;
or
processing real estate transactions including qualifying, evaluating and extending credit to borrowers, and property inspections;
or
marketing, analyzing, servicing, or underwriting residential, commercial, or public sector loans; or economic or community development.
A bachelor’s degree in business administration, economic, finance, accounting, or related field may substitute for the experience. An associate's degree in real estate, finance, business administration or a related field may substitute for 18 months of experience.

We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon’s businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.
The Business Development Division promotes business growth, retention and job creation by removing barriers to industry growth and addressing common industry needs. The division services include helping Oregon businesses access global markets, administration of the Governor’s Strategic Reserve Fund, Industry Competitiveness Fund, Business Retention Fund, State incentive programs and business finance programs. Recruitment Officers, Business Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work to achieve these goals in partnership with Oregon businesses.
Within the Division, the Business Services Section assists businesses, partners, and local governments for retention/expansion and recruitment business opportunities. Assistance includes planning, technical assistance, program applications, referrals, training, regional efforts, interagency coordination, and incentives information.

PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
